The User Notification Service manages notifications to users when events occur. It basically stores a list of users on a document, a folder, a section or a workspace and notifies them when a matching event occurs.
Nuxeo SP provides two ways to subscribe to notifications:

Each user can subscribe by himself to a document, section, workspace, etc.,

Notification subscription can be defined by a manager (e.g. workspace manager) for a list of users.
Notifications can be configured (mail templates, notifications type, event association, etc.), through contribution to the extension point.
Moreover, syndication feeds (ATOM / RSS) are also available on all levels of the content hierarchy (workspace, comments, folder, etc.) so that user can subscribe to those feeds and get notified when documents are added or updated.
